A whole other layer preventing law enforcement accountability that a lot of people don’t know about. Even if a cop was found personally liable for rights violations in court, tax payers may still have to foot the bill.
There is a legal concept called indemnification. States, counties, and cities have agreements with individual officers to where if an individual cop were to be found personally liable in a civil action the tax payers will pay for damages. Not only do we have to fight qualified immunity, we have to fight indemnification.
