Books for high school freshman

My wife’s nephew is growing up in a strong statist democrat household. He even has an internship with a US congressman. At his birthday party he expressed an interest in perhaps the state isn’t the best way to get things done, I’d like to foster this idea. What books should I give him to start him off.
