Can we stop saying cops need more training?

Sure, more training/education can help in some situations. However, in most cases of rights violations I have seen are cops just being assholes. No amount of training or education can solve that. This is a hiring problem.

If departments hired people with agreeable personalities and high school level of civics a lot of these rights violations could be avoided. The current policies of more training when a cop does a bad act is keeping bad cops on the streets.
