How would education for children be accounted for, if compulsory schooling wouldn’t be a thing and the parents didn’t give a shit?

Right now children get a chance in countries, where compulsory schooling is a thing and in countries where it isn’t and parents can’t afford or for don’t care children wish for the opportunity to get education?
