menstruation products

So i was just in a debate with a friend that menstruation products couldn’t be free. The point she had was that if toilet paper could be free why couldnt menstruation products. I know that it doesnt work like that but i still didnt have a real answer so if anyone had a video or something explaining it i would be really grateful.
