So this is a pretty sci-fi question, but how would a private terraforming company work?

If Elon Musk colonized mars, and the people there chose anarcho-capitalism, how would a private terraforming company work? Who would be paying for the terraforming? And once Mars was terraformed, wouldn’t the company go out of business?
